i'm so sorry to answer this like ten years later!!

21. Do they travel alone or with a companion?

In an actual game context I usually do have her with a companion. In my first playthrough I had her with Cas a majority of the time, but I had fun with everyone (probably Arcade coming in at a close second as far as time spent with companions). At the moment, for my second go-around, I'm installing a multi-companion mod and also taking my time with everyone and letting them stick around longer so I can experience more of their stories bc I REALLY rushed through the game the first time around.

From a characterization/storytelling standpoint, it kinda depends. Penelope is The Wanderers Wandering Daughter ™ and tends to roam. If someone wants to tag along while she does so, well, she wont say no. And she won't be upset when they wanna head their own way, too. A rolling stone gathers no moss but it does pick up some pals.

22. Do they have any pets?

Penelope's parent keeps all kinds of critters and animals, and any time she heads back home she revisits their house she gets to visit all of the funny reptiles they keep there.

The critters they keep belong to their family, but some of them are designated as 'hers'. She has a snake or two, a gecko as big as she is*, a few tinier lizards that she lets sit on her head. They don't get to wander with her, but she will wear the corn snake like a fashionable scarf the entire time she's back home. She also loves nightstalkers. Fuckin snuppies.
